About SAFA Assembly
As per the Constitution of SAFA the Assembly shall comprise of President, Vice-president, Immediate Past President (ex-officio) Secretary-General and the heads of the member bodies or authorized representative of the member body. Head of member bodies may be accompanied at the meetings of the Assembly, by one technical advisor who shall have no right to vote and in case of his inability to attend any of the Assembly meetings he can be represented by his technical advisor or any other person nominated by the member body. In such a case that representative shall have a right to vote upon being duly authorized in writing by the concerned member body. A member body, whose representative has been elected as President or Vice-President as the case may be, shall vote in their capacity as representative of that member body. President, Vice-President, Immediate Past President and Secretary-General shall have no right to vote. However, President or the person chairing the meeting in his absence shall have a casting vote in case of tie on proposals requiring simple majority.

Objectives and Functions of SAFA Assembly
The Assembly shall based upon the recommendation of the SAFA Board or otherwise have the authority to take all the steps considered necessary to further the mission and the objectives of SAFA including performing the functions of:

1. Approval of budget and work programme;
2. Issues of strategies, policy and those emergent in nature;
3. Determine the financial contributions to be made by each member body and the uses to which these should be put;
4. Admit or reject applications for membership of SAFA;
5. Admit or reject application for admission as observer;
6. Consideration and approval of audited financial statements of SAFA;
7. Appointment of auditor for each accounting year and fix their remuneration;
8. Establish rules and procedure consistent with the provisions of the Constitution;
9. Accept resignation of a member body or an Observer; and
10. Modification in the Constitution, as may be required.

Mr. Komal Bahadur Chitracar has been elected President of South Asian Federation of Accountants (SAFA) for the year 2010 at the Assembly meeting of SAFA held on 23 January 2010 at Kathmandu, Nepal. Prior to this election, Mr. Chitracar was the Vice President of SAFA for 2009.

Mr. Komal Bahadur Chitracar
is also the founding president of the Institute of Chartered Accountants of Nepal (ICAN). He was actively associated with development and institutionalization of accounting profession in Nepal. He served in the first council of ICAN (1998-2001) and as its first president (1997-1999). He has been continuously engaged in the various committees of ICAN. Mr.Chitracar has been associated with SAFA since its inception. He represented Nepal in SAFA on behalf of the Association of Chartered Accountants of Nepal, the predecessor organization of ICAN. Mr. Chitracar is the fellow member of both ICAN and ICAI. He has been in public practice since 1970. He is the senior partner of KB Chitracar & Co., Chartered Accountants which is one of the oldest and prestigious chartered accountancy firms in Nepal.

Beside professional engagements, Mr. Chitracar is a dedicated social worker and is active in several social organizations. He served as the President of the Rotary Club of Kathmandu Mid-Town in 2005-2006. He is the founding Secretary General of Transparency International Nepal.

Mr. A.N. Raman has been elected Vice-President of South Asian Federation of Accountants (SAFA) for the year 2010 at the Assembly meeting of SAFA held on 23 January 2010 at Kathmandu, Nepal.

Mr. Raman has worked extensively in the field of management accounting--writing and speaking avidly on topics relating to management accounting, enterprise governance, and cost management. He currently works as a consultant on management accounting topics with a focus on activity-based costing and target costing in India. He is a founding member of the Total Cost Management (TCM) Division of the Confederation of Indian Industry (CII).

Furthermore, Mr. Raman is the current Chair of the Professional Accountants in Business Committee at the South Asian Federation of Accountants (SAFA), where he plays a pivotal role in promoting the work of the IFAC PAIB Committee in the Asian region. In addition, he is also a member of PAIB Committee of IFAC.

Mr. Raman is a member of the ICWAI, the Institute of Chartered Accountants of India, and the Institute of Certified Management Accountants of Sri Lanka.

CA. Amarjit Chopra, a fellow member of the Institute of Chartered Accountants of India (ICAI), with more than three decades of standing, has been elected as the President of the Institute of Chartered Accountants of India (ICAI), for the year 2010-11 by the Twenty First Council on February 12, 2010. During his tenure in the Central Council, he has been the Chairman of Accounting Standards Board, Auditing and Assurance Standards Board, and Corporate Laws Committee for two years each and has been the Chairman of Expert Advisory Committee, Financial Reporting Review Board, Committee on Corporate Governance and Committee on Internal Audit for an year each.

He was nominated by the Punjab Government on the Committee for fixing the fee for the medical institutions. He was nominated to the Consultancy Syndicate and Energy Syndicate of the MOU TASK FORCE for the years 2008-09 and 2009-2010 respectively constituted by the Department of Public Enterprises.

He has been a speaker in International Conferences on Quality Control of Audit and Corporate Governance convergence with IFRS at Dubai, Karachi, Sri Lanka and London. He is also a Technical Advisor to International Auditing and Assurance Standards Board as ICAI representative.

He was actively involved in teaching for more than 20 years at Delhi University and is presently visiting faculty to some Management Institutes. He has been delivering lectures in training programmes at various banking institutions and C&AG Office. He is on the Board of various reputed companies including RICO Auto Ltd. He was a Central Government nominee on the Board of Bank of Baroda for a period of three years up to October, 2009 wherein he was also the Chairman of the Audit Committee.

Shri G.N. Venkataraman has been elected President of the Institute of Cost and Works Accountants of India for 2009-10. Fellow Member of the Institute of Cost and Works Accountants of India, Mr. Venkataraman is a Commerce Graduate from Mysore University and a Law Graduate from Bangalore University. For last 10 years, he is practicing as a Senior Partner of M/s GNV & Associates, Cost Accountants.

Mr.Suvod Kumar Karn, BBA, LLB, FCA has been elected President of the Institute of Chartered Accountants of Nepal (ICAN) for the year 2009-2010. He was Vice President for the year 2008-2009.  Graduated in Commerce from Tribhuvan University, Kathmandu, and Law from Bihar University, India, Mr. Karn is a Fellow Member of ICAN and ICAI.

Mr. Karn qualified as Chartered Accountant from the Institute of Chartered Accountants of India (ICAI)  in 1993 and founded the professional accounting firm Suvod Associates. He has also served almost eight years in various senior management levels in Public and Private Sector Organizations in Nepal.

Mr. Karn is dedicated to promotion and development of accounting profession in Nepal. He became council member of the Institute of Chartered Accountants of Nepal (ICAN) 2006-09 (Fourth Council) as well as 2009-2012 (Fifth Council). Since then, he has been contributing to strengthen and building of the Institute. During his tenure as a Council member he had shouldered many responsibilities. He also became the elected Executive Member of the Association of Chartered Accountants of Nepal (ACAN) for the year 2000-01.


He has represented the Institute in the Executive Committee (2008-09), Examination Committee (2008-09), Continuing Professional Committee (2007-08), Professional Development Committee (2008-09), Disciplinary Committee (2006-07 & 2007-08), Scholarship Selection Committee (2008-09),

Mr. Hasan A Bilgrami, 45, has been elected as the President of the Institute for a period of three years i.e. 2009 to 2011. He is President & CEO of BankIslami Pakistan Limited. He is the first member from the financial sector to head a professional institute of accountants. Mr.Bilgrami brings to the Council almost 20 years of professional experience which includes nine years at Board level.

Mr. Bilgrami graduated in Commerce from Karachi University and is a Fellow member of the Institute of Cost & Management Accountants of Pakistan and a Fellow of the Canadian Securities Institute.

Mr. Hasan A. Bilgrami is the Founding Chief Executive Officer and Director of BankIslami. His association with BankIslami started as a consultant to the sponsoring shareholders right at the inception of the project where he was responsible for developing the business plan, arranging permissions, staffing and capital raising. Previously he worked as the Head of Asset Management with the National Investment Trust (NIT), as Country Manager Consumer Banking & Corporate Business with Gulf Commercial Bank (now PICIC Commercial Bank Limited) as General Manager Corporate Finance with ORIX Investment Bank and as Director and Head of Corporate Finance with Khalid Majid Husain Rahman, then a member firm of Deloitte & Touche.

He is a Director on the Board BankIslami's subsidiary, BankIslami Modaraba Investment Limited, KSB Pumps Limited as well as a Chairman of its Audit Committee, Haleeb Foods Limited, Institute of Capital Markets and Pakistan Institute of Corporate Governance. He has also been a Director on boards of PICIC, Soneri Bank Limited, Crescent Commercial Bank Limited, Fauji Fertilizer Company Limited and National Refinery Limited.

Mr. Abdul Rahim Suriya is a fellow member of ICAP and a fellow member of the Institute of Cost and Management Accountants of Pakistan. He has around 25 years post qualification experience in the field of Accounting, Auditing and Operational Management. He did his audit training with A.F.Ferguson & Co., Chartered Accountants and has served in various national and international reputed organizations on different senior positions including as an Executive Director in a reputed pharmaceutical company.

Mr. Suriya is serving at the Council for the last 12 years. He served the Southern Regional Committee from 1993 to 1996 and elected as its Chairman in the year 1995-96.

He has been the Chief Editor of ICAP’s Journal Pakistan Accountant, and Chairman sub-committee of ICAP and ICMAP for Evaluation of Best Annual Reports.

He represented Pakistan as a member of International Accounting Education Standards Board of International Federation of Accountants (IFAC) from 2002 to 2008. Recently, he has authored a book “A guide to Business Decision Making” for the students of management accounting.

At present he is running his firm under the name and style of A.R Suriya & Co, Chartered Accountants. He is also engaged in providing training in subjects relating to accounting and finance.
