About
SAFA Assembly
|
As per the Constitution of SAFA the Assembly shall
comprise of President, Vice-president, Immediate Past President (ex-officio)
Secretary-General and the heads of the member bodies or authorized
representative of the member body. Head of member bodies may be accompanied at
the meetings of the Assembly, by one technical advisor who shall have no right
to vote and in case of his inability to attend any of the Assembly meetings he
can be represented by his technical advisor or any other person nominated by
the member body. In such a case that representative shall have a right to vote
upon being duly authorized in writing by the concerned member body. A member
body, whose representative has been elected as President or Vice-President as
the case may be, shall vote in their capacity as representative of that member
body. President, Vice-President, Immediate Past President and Secretary-General
shall have no right to vote. However, President or the person chairing the
meeting in his absence shall have a casting vote in case of tie on proposals
requiring simple majority.

Objectives
and Functions of SAFA Assembly
|
The Assembly shall based upon the recommendation of
the SAFA Board or otherwise have the authority to take all the steps considered
necessary to further the mission and the objectives of SAFA including
performing the functions of:

Approval of budget and work programme;
|
| 2. |
Issues of strategies, policy and those emergent in
nature;
|
| 3. |
Determine the financial contributions to be made by each
member body and the uses to which these should be put;
|
| 4. |
Admit or reject applications for membership of SAFA;
|
| 5. |
Admit or reject application for admission as observer;
|
| 6. |
Consideration and approval of audited financial
statements of SAFA;
|
| 7. |
Appointment of auditor for each accounting year and fix
their remuneration;
|
| 8. |
Establish rules and procedure consistent with the
provisions of the Constitution;
|
| 9. |
Accept resignation of a member body or an Observer; and
|
| 10. |
Modification in the Constitution, as may be required.

Born in Karachi on January 1, 1960. Graduated from
Hailey College of Commerce, Lahore with Gold Medal in 1979. Qualified as
Chartered Accountant with A.F. Ferguson & Co., Lahore in 1983. Currently, a
Partner with A.F. Ferguson & Co. a member firm of Pricewaterhouse Coopers
since 1995. Specializing in Taxation and Business Advisory Services.
He was the President of the Institute of Chartered Accountants of Pakistan for
the year 2005-2006 and Vice President of the Institute for the year 2002-2003
and also served as a Member of the Southern Regional Committee of the Institute
of Chartered Accountants of Pakistan for two four years terms.
Mr. Zaidi has been the Member of the Federal Government Task Force for Tax
Administration, Member Advisory Committee for the Revenue Division of Federal
Government and Member Federal Government Committee for Improvement in
Regulatory Framework, Member Alternate Dispute Resolution Committee, Sales Tax
and Income Tax. Member Task Force on Tax Reform and Advisor on Economic and
Financial matters to the Overseas Investors Chamber of Commerce &
Industry.Mr. Zaidi has been the Chairman of Professional Standards &
Technical Advisory Committee and Economic & Taxation of the Institute.
Mr. Zaidi is deeply involved in major business restructuring transactions in
the country including mergers, acquisition, privatization, etc. At present Mr.
Zaidi specializes in corporate finance activities of PricewaterhouseCoopers
Pakistan providing international expertise. Mr. Zaidi is also acting as
Financial Advisor for Iran-Pakistan-India Pipeline Project.
Mr. Zaidi is a regular writer in business journals and newspapers including
visiting lectures at Lahore University of Management Sciences and Institute of
Business Administration, Karachi.

Council and Past President of the Institute of Chartered Accountants of
Bangladesh (ICAB) was elected Vice President of the South Asian Federation of
Accountants (SAFA) in the 66th SAFA Assembly Meeting for the year 2008.
Mr. Sheikh A Hafiz FCA, Partner of Rahman Rahman Huq, one of the oldest and
prestigious Chartered Accountancy firms in Bangladesh and a Representative firm
of KPMG was elected President of the Institute of Chartered Accountants of
Bangladesh(ICAB) for the year 2005. Mr. Hafiz is also a fellow member of the
Institute of Chartered Accountants in England and Wales. Mr. Hafiz is a
practicing Chartered Accountant since 1975. Since 2002, Mr. Hafiz has been
serving as Director of Sonali Bank, the largest nationalized bank in
Bangladesh. Mr. Hafiz was also a member of the National Gas Utilization
Committee and a Past President of the Dhanmondi Rotary Club.
Mr. Sheikh A Hafiz FCA has been rendering Continuous professional services to
the Institute of Chartered Accountants of Bangladesh (ICAB) in various
capacities and as a member of different standing and non-standing committees,
including the Investigation and Disciplinary Committee(IDC), Articled Students
Committee(ASC), Real Estate Committee(REC), Professional Development Committee
(PDC), Taxation and Corporate Laws Committee(TCLC), International and Public
Relations Committee (IPRC) and Project Development & Implementation
Committee(PDIC) of the Council-ICAB. Mr. Hafiz is a member of the Advisory
Committee of the Securities and Exchange Commission (SEC).
Besides, his professional engagements, Mr. Hafiz is a dedicated social worker
and is involved with many organizations in various capacities. He is the
Chairman of the Governing Body of Dhanmondi Rotary Club Girls High School at
Savar. He is a life member of the Bangladesh Studies and Research Institute.

Mr. Asela Indrajith Fernando, aged
45 years has been elected as the President of SAFA at 63rd Assembly meeting.
Besides being a Fellow member of Institute of Chartered Accountants of Sri
Lanka, he is also a fellow member of CIMA U.K. He was the immediate past
president of Institute of Chartered Accountant of Sri Lanka.
Mr Fernando is also the Chairman of the Committee for Improvement in
Transparency, Accountability and Governance of SAFA and is a member of
Developing Nations Committee (DNC) of International Federation of Accountants
(IFAC).
He has been an ex-officio member of various institutions namely, Securities
& Exchange Commision of Srilanka, National Institute of Business Management
and PG Institute of Management (University of Sri Jayewardenapura).
He has vast exposure in corporate sector of more than two decades. He has
served in the corporate at various strategic positions and capacities.
Currently he is the Director/Chief Executive Officer of Bartleet TransCapital
Ltd.
He has made several presentations in various national and international
conferences and seminars organized by IFAC, CAPA, ICA SL and many other

Dr. Ashok Haldia is a throughout first class
Post Graduate and a fellow member of The Institute of Chartered Accountants of
India, The Institute of Company Secretaries of India and a member of The
Institute of Cost and Works Accountants of India. Has more than 20 years of
experience of working at senior positions in Financial Institutions and with
the Government of Rajasthan. His experience includes Project Financing,
Industrial Finance Policy, Industrial Survey, Accounts and Taxation, Public
Sector Policy, Evaluation and Management, Power Sector Financing and Policy,
Public Sector and Power Sector Reforms and Restructuring, etc. He has completed
his Doctorate on the topic of "Privatisation of Public Enterprises in India".
He has contributed number of articles in the leading newspapers, professional
journals, national and international conferences. He was a member of various
committees constituted by the Government of Rajasthan and Government of India
and also Secretary to the High Level Committee constituted under the

Mr. Muhammed Farhad Hussain FCA has been
elected as the President of The Institute of Chartered Accountants of
Bangladesh (ICAB) for the term 2007. He was the Vice President of ICAB in 2003.
Mr. Hussain qualified as a Chartered Accountant from the ICAB in 1984. He
served as a Trainee Accountant with Calthorpes, Chartered Accountants, England
and Audit Manager with Lawrence and Company, Chartered Accountants, England.

Professor Mamtaz Uddin Ahmed, MBA, FCMA is
the President of the Institute of Cost and Management Accountants of Bangladesh
(ICMAB) for the year 2007. Mr. Ahmed also served the Institute as the
Vice-President for the years 2005 and 2006. Earlier, he was a Council Member of
the 10th and the 11th National Councils of ICMAB. He was also the Secretary of
the DBC of ICMAB for the year 1991.
Professor Ahmed, a senior Fellow Member of the Institute, has been serving as a
faculty in the Department of Accounting and Information Systems, University of
Dhaka since June, 1986. He served as a Lecturer in the Department of
Accounting, University of Chittagong during the period of April, 1984 to April,
1986. He also served as a Consultant in different World Bank and GOB
(Government of Bangladesh) funded projects and acted as resource person in
different training programs.
Professor Ahmed, a brilliant student, obtained all through 1st class in all
public examinations and obtained 5th, 1st and 2nd positions in H.S.C, B.Com
(Hons.) and M.Com respectively. He has published more than 24 articles in
various recognized journals. He is a life member of Bangladesh Economic
Association and United Nations Association of Bangladesh. Currently he has been
working as a nominated member of ICMAB at Advisory Committee of Road Fund
Maintenance Board.

President of the Institute of Chartered Accountants of India (ICAI), the Apex
Body of the profession of Chartered. Accountants in India, for the year 2008-09
w.e.f 5th February 2008.He was Vice President of the Institute for the year
2007-08. CA. Ved Jain passed Chartered Accountancy Examination in 1973 with
rank in both CA Inter and Final Examination. He is triple bachelor degree
holder, including degree in Law from Delhi University. CA. Ved Jain was elected
to the Central Council for the first time in 2004 and thereafter in 2007. He

Shri Chandra Wadhwa , has been elected
President of the Institute of Cost and Works Accountants of India for
2007-2008. He was Vice-President of the Institute for 2006-2007.
Shri Wadhwa is a leading practicing Cost Accountant from New Delhi. An M.Com
and LL.B from Delhi University, Shri Wadhwa is a Fellow Member of ICWAI and
ICSI.
Before taking up practice, Shri Wadhwa served several public and private sector
organizations in senior positions. He undertook various professional
assignments in the areas of costing system development and management, project
finance, management audit, cost benefit analysis, MIS etc. He is also
Promoter-Director of Wadhwa Financial Services (P) Limited.
Shri Wadhwa served several committees of the Council. He held positions as
Chairman-Cost Accounting Standard Board, Chairman-WTO and International Affairs
Committee, Members of Public Sector Coordination Committee, Executive Committee
and Examination Committee.
He is the Chairman of the Task Force formed by the Ministry of Company Affairs
for The Institute of Valuers, Member of the Committee formed by the Ministry of
Commerce on Indo-UK Accountancy Sector, Member of the Committee formed by the
Ministry of Company Affairs on Opening of Accountancy Sector in GATS regime,
Member of the Committee of CII on WTO.
A prolific writer, Shri Wadhwa presented several papers at various Conferences,
Seminars and Training Programmes organized by Corporate Organizations, Industry
Associations as well as Institutes like ICWAI, banks and financial institutes.
He has also presented papers on Opportunities and Challenges for Accounting
Sector under WTO at Lahore seminar of SAFA. Important among his works is a
Study on Working Capital Management of Oil India Limited and a paper on
Implications of WTO presented at an ICWAI Seminar addressed to Public and
Private Sector Organizations.

Mr. Ratna Raj Bajracharya, M.Com,
FCA has been elected President of the Institute of Chartered Accountants of
Nepal (ICAN) for the year 2007-2008. He was Vice-President of the Institute for
the year 2006-2007. A Master Degree holder in Commerce from Tribhuvan
University, Kathmandu, Mr. Bajracharya is a Fellow Member of ICAN.
Mr. Bajracharya qualified as Chartered Accountant from the Institute of
Chartered Accountants of India in 1984. He started his career from Nepal Rastra
Bank, the Central Bank of Nepal. After serving for 20 years in various senior
positions in the Bank, he founded the professional accounting firm R.
Bajracharya & Co., Chartered Accountants in 1992.
Mr. Bajracharya is engaged in providing consulting and auditing services
especially in financial sector. He has helped technically to establish many
existing banks and finance companies of Nepal. He was engaged as senior
national consultant for Bank of Scotland in reconstruction of Nepal Bank Ltd.
under the World Bank Project. Currently he has joined Nepal Credit and Commerce
Bank Ltd. as its Chief Executive Officer.
He has widely traveled to various parts of Nepal and the world. He has
organized, participated, presented technical papers, chaired and commented
technical sessions of various international and local professional workshop,
seminar, conferences. He is also a good writer and has been contributing
thought provoking articles in professional journals.

Mr Imran Afzal, FCA, has been elected as the
President of the Institute of the Chartered Accountants of Pakistan (ICAP) for
the year 2007-08.
Mr Afzal, a business graduate of the Punjab
University of Pakistan, served his articles with PWC Pakistan and qualified as
a Chartered Accountant from the Institute of the Chartered Accountants of
Pakistan (ICAP) in 1986. He joined Anjum Asim Shahid Rahman, the member firm of
Grant Thornton in Pakistan in 1999 as a Partner continuing to this date in the
senior position with specialization in corporate taxation.
Mr Afzal continues to be actively involved in the
accounting profession in Pakistan and the region. He served as a member of the
Council of the Institute of Chartered Accountants of Pakistan in 2001-2004
including appointment as the Vice President of the Institute for the period
2003-2004. On his reelection to the Executive Council for the subsequent 4-year
term of 2005-2008, he has held office for Vice President for 2005-2006 and is
now appointed President. He has also served on various standing Committees of
the Council including Examination Committee, Executive Committee, Investigation
Committee as well as being the Chairman of the Accounting and Auditing
Standards Committee (North) and Chairman of the Technical Advisory Committee
(North) at different periods.
He also represents ICAP on the Confederation of Asian Pacific
Accountants (CAPA) Forum and also continues to be a member of the Lahore Tax
Bar Association of which he was President during 1999-2000.

Mr Yohan Perera is the President
of the Institute of Chartered Accountants of Sri Lanka (ICASL) for the years
2006 and 2007. He is a Partner of KPMG FordRhodes Thornton & Co. since
1990. He is a fellow member of the ICASL (FCA) and the Chartered Institute of
Management (FCMA). He was elected to the Council of the Institute in December
1999 and served as Vice President during 2003. He has served as the Chairman of
the Best Annual Report Awards Committee, Examinations Committee and the Urgent
Issues Task Force of the Institute.
Apart from SAFA, Mr Yohan Perera is also a member of CAPA Board, a regional
accountancy organisation that represents 31 accountancy organisations in 21
countries in the Asia/Pacific Region .
