About
SAFA Board
|
SAFA Board is the Executive Board of SAFA. As per the
constitution of SAFA: -
a). The SAFA Board shall comprise of President, Vice-President,
Immediate Past President, Secretary-General and one member nominated by each of
the member-body and who can be accompanied in the meeting of the SAFA Board
with one technical advisor. The Vice-President shall be deemed to be the member
nominated by the body, which he represents, and the said body shall not have
any right to nominate any member on the Board during the tenure of
Vice-President.
b). Every member of the Board other than President, Vice-President and
Immediate Past President shall have tenure of three years and shall be liable
to retire by rotation. A person cannot be a member of the Board for more than
two consecutive terms. A term served in part would constitute as a one full
term served.
c). The SAFA Board shall meet at least four times in a year physically
or through tele-conferencing or video conferencing through the use of
audiovisual method, once in each quarter of the calendar year.

Objectives
and Functions of SAFA Board
|
The SAFA Board shall perform administrative, financial and
other functions such as:-
| (i) |
consider policy, strategic and emergent issues for
recommendation to the Assembly
|
| (ii) |
make recommendations to Assembly for constitution of
committees and their terms of reference
|
| (iii) |
recommend to the Assembly on application for the admission as
member, observer and on their suspension or removal
|
| (iv) |
recommend to the Assembly about the appointment of the auditor
and fixation of their remuneration
|
| (v) |
set up task forces, study groups etc as may be required from
time to time
|
| (vi) |
consider the budget of SAFA and its committees, for
recommendations to the Assembly
|
| (vii) |
consider, receive and approve the financial statements of the
SAFA for placing before the Assembly
|
| (viii) |
consider and adopt the reports of committees, task force,
study groups etc
|
| (ix) |
determine response to other bodies or groups of bodies except
on strategic, policy or emergent issues, for which recommendation shall be made
to the Assembly
|
| (x) |
determine the publicity policy for SAFA, including policy on
more prominent positioning at SAARC level
|
| (xi) |
maintain dialogue with the national Accountancy bodies,
Government and regulators in different countries wherever required, for the
furtherance of the objectives of SAFA
|
| (xii) |
appointment of employees, fixation of their remuneration and
service conditions

Born in Karachi on January 1, 1960. Graduated from Hailey
College of Commerce, Lahore with Gold Medal in 1979. Qualified as Chartered
Accountant with A.F. Ferguson & Co., Lahore in 1983. Currently, a Partner
with A.F. Ferguson & Co. a member firm of Pricewaterhouse Coopers since
1995. Specializing in Taxation and Business Advisory Services.
He was the President of the Institute of Chartered Accountants of Pakistan for
the year 2005-2006 and Vice President of the Institute for the year 2002-2003
and also served as a Member of the Southern Regional Committee of the Institute
of Chartered Accountants of Pakistan for two four years terms.
Mr. Zaidi has been the Member of the Federal Government Task Force for Tax
Administration, Member Advisory Committee for the Revenue Division of Federal
Government and Member Federal Government Committee for Improvement in
Regulatory Framework, Member Alternate Dispute Resolution Committee, Sales Tax
and Income Tax. Member Task Force on Tax Reform and Advisor on Economic and
Financial matters to the Overseas Investors Chamber of Commerce &
Industry.Mr. Zaidi has been the Chairman of Professional Standards &
Technical Advisory Committee and Economic & Taxation of the Institute.
Mr. Zaidi is deeply involved in major business restructuring transactions in
the country including mergers, acquisition, privatization, etc. At present Mr.
Zaidi specializes in corporate finance activities of PricewaterhouseCoopers
Pakistan providing international expertise. Mr. Zaidi is also acting as
Financial Advisor for Iran-Pakistan-India Pipeline Project.
Mr. Zaidi is a regular writer in business journals and newspapers including
visiting lectures at Lahore University of Management Sciences and Institute of
Business Administration, Karachi.

Mr. Sheikh A Hafiz FCA, Member Council and Past President of
the Institute of Chartered Accountants of Bangladesh (ICAB) was elected Vice
President of the South Asian Federation of Accountants (SAFA) in the 66th SAFA
Assembly Meeting for the year 2008.
Mr. Sheikh A Hafiz FCA, Partner of Rahman Rahman Huq, one of the oldest and
prestigious Chartered Accountancy firms in Bangladesh and a Representative firm
of KPMG was elected President of the Institute of Chartered Accountants of
Bangladesh(ICAB) for the year 2005. Mr. Hafiz is also a fellow member of the
Institute of Chartered Accountants in England and Wales. Mr. Hafiz is a
practicing Chartered Accountant since 1975. Since 2002, Mr. Hafiz has been
serving as Director of Sonali Bank, the largest nationalized bank in
Bangladesh. Mr. Hafiz was also a member of the National Gas Utilization
Committee and a Past President of the Dhanmondi Rotary Club.
Mr. Sheikh A Hafiz FCA has been rendering Continuous professional services to
the Institute of Chartered Accountants of Bangladesh (ICAB) in various
capacities and as a member of different standing and non-standing committees,
including the Investigation and Disciplinary Committee(IDC), Articled Students
Committee(ASC), Real Estate Committee(REC), Professional Development Committee
(PDC), Taxation and Corporate Laws Committee(TCLC), International and Public
Relations Committee (IPRC) and Project Development & Implementation
Committee(PDIC) of the Council-ICAB. Mr. Hafiz is a member of the Advisory
Committee of the Securities and Exchange Commission (SEC).
Besides, his professional engagements, Mr. Hafiz is a dedicated social worker
and is involved with many organizations in various capacities. He is the
Chairman of the Governing Body of Dhanmondi Rotary Club Girls High School at
Savar. He is a life member of the Bangladesh Studies and Research Institute.

Mr. Asela Indrajith Fernando, aged 45 years has been elected
as the President of SAFA at 63rd Assembly meeting. Besides being a Fellow
member of Institute of Chartered Accountants of Sri Lanka, he is also a fellow
member of CIMA U.K. He was the immediate past president of Institute of
Chartered Accountant of Sri Lanka.
Mr Fernando is also the Chairman of the Committee for Improvement in
Transparency, Accountability and Governance of SAFA and is a member of
Developing Nations Committee (DNC) of International Federation of Accountants
(IFAC).
He has been an ex-officio member of various institutions namely, Securities
& Exchange Commision of Srilanka, National Institute of Business Management
and PG Institute of Management (University of Sri Jayewardenapura).
He has vast exposure in corporate sector of more than two decades. He has
served in the corporate at various strategic positions and capacities.
Currently he is the Director/Chief Executive Officer of Bartleet TransCapital
Ltd.
He has made several presentations in various national and international
conferences and seminars organized by IFAC, CAPA, ICA SL and many other
national & international professional bodies.

Dr. Ashok Haldia is a throughout first class Post
Graduate and a fellow member of The Institute of Chartered Accountants of
India, The Institute of Company Secretaries of India and a member of The
Institute of Cost and Works Accountants of India. Has more than 20 years of
experience of working at senior positions in Financial Institutions and with
the Government of Rajasthan. His experience includes Project Financing,
Industrial Finance Policy, Industrial Survey, Accounts and Taxation, Public
Sector Policy, Evaluation and Management, Power Sector Financing and Policy,
Public Sector and Power Sector Reforms and Restructuring, etc. He has completed
his Doctorate on the topic of "Privatisation of Public Enterprises in India".
He has contributed number of articles in the leading newspapers, professional
journals, national and international conferences. He was a member of various
committees constituted by the Government of Rajasthan and Government of India
and also Secretary to the High Level Committee constituted under the

Mr. Muhammed Farhad Hussain FCA has been elected as the
President of The Institute of Chartered Accountants of Bangladesh (ICAB) for
the term 2007. He was the Vice President of ICAB in 2003. Mr. Hussain qualified
as a Chartered Accountant from the ICAB in 1984. He served as a Trainee
Accountant with Calthorpes, Chartered Accountants, England and Audit Manager
with Lawrence and Company, Chartered Accountants, England. Presently a Partner
of Hussain Farhad & Co,. Chartered Accountants, Mr. Hussain was Executive
Director of Bengal Group Jute Division, Deputy Managing Director of Desh

Professor Mamtaz Uddin Ahmed, MBA, FCMA is the
President of the Institute of Cost and Management Accountants of Bangladesh
(ICMAB) for the year 2007. Mr. Ahmed also served the Institute as the
Vice-President for the years 2005 and 2006. Earlier, he was a Council Member of
the 10th and the 11th National Councils of ICMAB. He was also the Secretary of
the DBC of ICMAB for the year 1991.
Professor Ahmed, a senior Fellow Member of the Institute, has been serving as a
faculty in the Department of Accounting and Information Systems, University of
Dhaka since June, 1986. He served as a Lecturer in the Department of
Accounting, University of Chittagong during the period of April, 1984 to April,
1986. He also served as a Consultant in different World Bank and GOB
(Government of Bangladesh) funded projects and acted as resource person in
different training programs.
Professor Ahmed, a brilliant student, obtained all through 1st class in all
public examinations and obtained 5th, 1st and 2nd positions in H.S.C, B.Com
(Hons.) and M.Com respectively. He has published more than 24 articles in
various recognized journals. He is a life member of Bangladesh Economic
Association and United Nations Association of Bangladesh. Currently he has been
working as a nominated member of ICMAB at Advisory Committee of Road Fund
Maintenance Board.

Mr. Sunil H. Talati, FCA, aged 55 years has been
elected as the President of the Institute of Chartered Accountants of India
(ICAI), the Apex Body of the profession of Chartered Accountants in India, for
the year 2007-08 w.e.f 5th February 2007. Besides being a Fellow member of the
ICAI, he is a postgraduate in commerce and also a law graduate.
A member of the ICAI with more than 30 years of standing, Mr. Talati was
elected to the Council of ICAI for the first time in 2001 and thereafter in
2004 and 2007. He was Vice-President of the Institute for the year 2006-07. He
has in the past held the position of Chairman of Expert Advisory Committee,
Financial Reporting Review Board, Corporate & Allied Laws, Corporate
Governance Committee; and Vice-Chairman of Professional Development Committee,
Committee for Members in Industry, Board of Studies, Committee for Information
Technology and Professional Development Committee. Besides the above, he has
also served on the Examination Committee, Disciplinary Committee, Expert
Advisory Committee, Committee for Vision & Restructuring, Fiscal Laws
Committee, Research Committee, Committee on Ethical Standards, Professional
Development Committee, Editorial Board, Financial Market and Investor's

Audit Committee, Accounting Standards Board and Board of Studies as a Member.
Mr Talati is also the Chairman of Committee on Education, Training and CPD of
South Asian Federation of Accountants (SAFA). He has been the Vice-Chairman of
the Western India Regional Council (WIRC) of ICAI and also Secretary of the
Ahmedabad Branch of WIRC of ICAI.
During his association with the ICAI, he was actively involved in preparing Pre
and Post Budget suggestions/proposals. He has contributed actively in bringing
out different publications brought out by various Committees.
Besides achieving excellence in education and profession, he had been excelling
in extra curricular activities also. He had been the first Rotaract Governor in
India from District 305 and first Chairman of National Council of Rotaract
Governors. In addition to the various posts in Jaycees and in other social
leading clubs, he was a sportsman right from School and College days; champion
in Swimming, Tennis and Badminton. He is a regular columnist in Gujarati
'Financial Express' every Tuesday and monthly Journal Tax Reporter.

Shri Joshi Dhananjay.V , has been elected President of
the Institute for 2006-2007. He completed his graduation from renowned Brihan
Maharashtra College of Commerce, Pune and is also Master of Commerce (M.Com)
and a Legislative Law Bachelor (LLB) of Pune University. Shri Joshi is a Fellow
Member of The Institute of Cost & Works Accountants of India, as well as
the Institute of Company Secretaries of India. He is a leading practicing Cost
Accountant from Pune in full time practice for more than 25 years.
He served the Western India Regional Council for two terms of 3 years and was
the Chairman of the Western India Regional Council for 2002-2003. He was
elected to the council for 2001-2004 and 2004-2007 terms. While in the Council
Shri Joshi served its various Committees as Chairman-Research & Journal
Committee, Member-Continuing Educational Programme Committee, Member-Membership
Services and Members' facilities Committee, etc. He was also ICWAI nominee on
the Accounting Standard Board of The Institute of Chartered Accountants of
India for 2001-2002.
He initiated the formation of "Technical Advisory Board" of the ICWAI and was
the first chairman of this Board which renders technical advice, gives opinions
and clarifications on queries raised by the professionals and industries.Shri.
Joshi has actively participated and completed various Research Projects carried
out by the Institute having social economic significance such as Cost of
Medical Education, Power Tariff Fixation, Projects for Khadi & Village
Industries Commission, Reserve Bank of India and so on.
Shri Joshi is a renowned management educationist. As a visiting faculty in
Management Institutes, he taught post graduation courses for a long period. He
has been a faculty for number of National & International Seminars &
Conferences. He has widely traveled in India & abroad. He is the co-author
of the book titled Activity Based Costing and was the chief resource person on
"Guidance Notes to Cost Audit", published by ICWAI.
He has a wide range of social activities. He is Promoter-Director of Sahyadri
Hospitals Ltd., a multi supper specialty hospital at Pune, Managing
Trustee/Secretary of Yeshwant Educational Services - a trust devoted to
education in rural Maharashtra and is also on the board of number of other
charitable and educational trusts and companies.

Mr. Komal Chitracar is the founding president of the Institute
of Chartered Accountants of Nepal (ICAN). He was actively associated with
development and institutionalization of accounting profession in Nepal . He
served in the first council of ICAN (1998-2001) and as its first president
(1997-1999). He has been continuously engaged in the various committees of
ICAN. He chaired International Affairs Committee and is currently chairing the
Ethics Committee since 2006. Mr.Chitracar has been associated with SAFA since
its inception. He represented Nepal in SAFA on behalf of the Association of
Chartered Accountants of Nepal, the predecessor organization of ICAN. He worked
in the SAFA committee to help Nepal in institutionalizing the profession. He
has been regularly participating in the various activities of SAFA. Mr.
Chitracar is the fellow member of both ICAN and ICAI. He has been in public
practice since 1970. He is the senior partner of KB Chitracar & Co.,
Chartered Accountants which is one of the oldest and prestigious chartered
accountancy firms in Nepal .
Beside professional engagements, Mr. Chitracar is a dedicated social worker and
is active in several social organizations. He served as the President of the
Rotary Club of Kathmandu Mid-Town in 2005-2006. He is the founding Secretary
General of Transparency International Nepal.

. Mujahid Eshai was born in Rawalpindi, Pakistan, on October 22, 1948. After
completion of Bachelor of Arts from the University of the Punjab in 1968, he
departed for England to undertake studies in Chartered Accountancy.. Mr. Eshai
served four year articles with M/s. Fuller Jenks Beecroft, Chartered
Accountants, and thereafter moved to Binder Hamlyn, Chartered Accountants, both
firms being amongst the top ten in U.K. at the time. He was admitted as an
associate member of the Institute of Chartered Accountants in England &
Wales in 1974 and became a fellow member in 1979. On return to Pakistan , Mr.
Eshai was enrolled as an Associate member of the Institute of Chartered
Accountants of Pakistan in 1975 and as a fellow member in 1985.
After serving in Industry for nearly ten years, within and outside the country,
Mr. Eshai established a Financial Management and Software development and
designing consultancy company in 1984. He also setup an accountancy practice in
1985. Mr. Eshai was twice elected to the Council of the Institute of Chartered
Accountants of Pakistan in 1997 and 2001. During his tenure as member of the
Council, he twice served as the Vice-President in 1998/99 and 2001/002 and as
the President of the Institute for the year 2003-004. He has served on various
Committees of the Institute as chairman and member including the Corporate
Governance Group and the NGO/NPO Task Force for development of Guidelines. He
is author and presenter of series of 45 lectures each on “Introduction to
Financial ,Accounting”, “International Accounting Standards” and “Management
Information Systems” being telecast by the Virtual University of Pakistan as
part of its four year undergraduate and two year Masters program. He is
currently a visiting faculty of the Forman Christian College, Lahore , Bsc
(Honours) and M.B.A. programs. Mr. Eshai has also contributed over fifty
articles published in various national and regional accounting magazines. He
writes a bi-monthly column on current affairs in a National Daily Newspaper
published from Lahore . He is also a regular speaker at national, regional and
international forums of accountants
